Volunteer Counseling and Testing (VCT) is a gateway to prevention, care, support and treatment of HIV/AIDS. HIV testing and counseling was started early stage of the HIV epidemic in Ethiopia. National guidelines on VCT were developed in 2002 with the aim of standardizing the testing protocols and the training of counselors and supporting the expansion of .counseling and testing services outside the health facilitates.Special target groups for testing and counseling include people seeking service at clinics for sexually transmitted infections, `blood donors, partners of people living with HIV/AIDS, and people seeking services at family planning clinics, antenatal clinics and youth facilities.
